I explored the Wiki, and did not find any math for calculating spell haste rating as it relates to the maximum decrease in the GCD to 1 second.
Anyone have something tangible for me?
15.7 Spell Haste Rating = 1% Spell Haste Bonus
15.7 * 50 = 785 Spell Haste Rating = 50% Spell Haste Bonus?!?!
The GCD has got to be calculated differently.

They discuss this on a druid forum in the comments section towards the end of the page.
They debate about needing a 50% spell haste bonus or a 33.3% spell haste bonus to reach the minimum GCD of 1 second. I don't think there were any clear winners.
I also saw a blue post on the WOW forums that stated you could not passively reach the minimum GCD. Kinda makes me lean towards the 50% haste requirement.
