If you're honored with any of the Outland instance factions, they probably have a good starter piece of PvP gear for you that only costs a few gold. Beyond that depends on how much time you have to spend.
If you have the time, find a friend that just wants to farm some arena points and start a team. You'll likely be undergeared and lose a lot, but points will be forthcoming. In addition to that, do BGs to get some honor points for gear from there.
The thing about arenas, while they get you the best gear, you will not get it quickly without good gear already. So work on your gear from two fronts(10 games of Arena, and some BGs in your spare time). Plan out what pieces of arena gear you want first and fill in other slots with BG epics.
Additionally, I would suggest working on your reputation with two factions.
1)Either Aldor or Scryers. Your choice. This is for nice shoulder enchants.
2)Shattered Sun Offensive. For the nifty new helm enchant. You can do it via dailies and make a ton of gold in the process.

You can't go from complete crap to best of the best, WoW doesn't work that way. It's about a steady progression of gear until you reach the level you need. Every upgrade you get will be a step in that direction. Just as you can't go from 5 man blues to T6 epics, you can't go from just dinged gear to full Vengeful Gladiator's. You can get most of the way there without any other upgrades, but it's a very slow process. Unless you're winning a lot, more than 10 games a week will not benefit you and get you a higher rating in arenas(required for full vengeful and to get gear at a decent speed), and you won't be winning a lot until you get some gear under your belt.
So PvP. Do both arenas(10 games a week til you start winning more than you lose) and BGs. And have fun with it.
