Saw a post on the hunter forums about the stalker set that used to be an honor reward armor that is now available from different faction vendors like honored with honor hold, honored with cenarion, etc.
Can't seem to find where I would find the welfare epics for locks since I could use a few pieces to fill the spaces left from my frozen shadowweave while I work on getting mats/patterns for the spellstrike stuff. Thx for any help

easiest way to find them is to download the addon "atlasloot enhanced". the gear you're talking about is in the pvp gear section. "lvl.70 'something' gear". the mod shows you which reputation factions you need too.
Chest- Honor Hold Rep vendor
Leggings- Sha'tar Rep vendor
Gloves- Caverns of Time Rep Vendor
Shoulders- Lower City Rep vendor
Helm- Cenarion Expedition Rep vendor
These are warlock only, the vendors are the same but the pieces attained from each vendor is different, except there might be overlay as there are 5 vendors but 9 classes so the best way to insure the item your getting is to check wowhead or mmo-champion for the other locations

S1 is still S1 and costs the same amount of Honor and Marks.
There is now a "Rare" set that matches the basic S1 Set but with about 10% lower stats, which is what you're talking about.
It is generally the same name as whatever the S1 set is, without the "Gladiator's" prefix. Just for everyone's info this is PVP gear - it's the Dreadweave set so it doesn't even have Crit%.

Yeah these pieces are not a PvE filler set as they are a basic PvP set as 2/5 of the PvP set are chest/shoulder which replaces your FSW for the 4 set bonus
