More block value doesn't mean more threat per block...BUT...
Say you have 350 block value, and around 23% dodge, (maybe 19 parry and 24% block also).....and you switch to gear with about 700 block value, 17% dodge, (and the same parry and possibly but not mandatory more block).....you can increase your threat a nice bit....
I recently made a switch with about those numbers (Im at the end of tier 5 content)...I found on aoe pulls..and pulls where I'd tank more than one trash mob (and couldn't use consecrate)...the less dodge, and more damage blocked.....seemed to be about even with what damage I took before the gear switch...but I had a lot more threat
I'm not saying get rid of complete avoidance and stack dodge, but if your damage intake isn't bad...losing complete avoidance (mainly dodge)...and gaining some nice block value, and possible some block rating, you can increase your "tps"
(((For raid boss tanking I have a set with about 22% parry, 24% dodge, 22% block, and about 450 block value (350 spell dmg) ...for aoe and multi trash tanking I have a set with about 18% dodge, 19% parry, 26% block, and right around 700 block value (450 spell dmg)....and for offtanking, and single trash tanking I have a set that is about in the middle of those two, with some more mana......In all of those sets I am at about 21.5k health raid buffed..and uncrushable and uncrittable)))
