For a CC/DPS Hunter you will want to go for a Surv/MM build, but that is really not recommended for leveling. For fast and safe leveling, you should go for Beastmastery. First 41 points into BM, then stuff the rest in MM or Surv depending on your preference. Then, at 70 (or a couple of levels before) you can go for something like 5/20/36 or 0/20/41 to provide a bit of CC and DPS for your raid/group.

This and this are examples of good Surv builds. The first is a CC heavy build that will provide very good CC for groups/soloing while the second is less CC heavy but provides more DPS for your raid. In raids, you won't be CCing much anyway, and the little CC you have to do can be done just as easily with a BM/MM build.

But you will have to remember that for high DPS, nothing can beat a BM/MM build. Surv builds exist mostly for five man CC and for raidbuff. And more than one Surv Hunter in a raid is somewhat pointless.

For leveling, try something like this. It will provide you with a good tank, and decent damage. An alternative would be something like this. The sheer survivability and tanking ability is enough that you will never die unless you do something really stupid. I will recommend this build for ultimate soloing, but I must admit it really isn't suited for grouping. Your dps will be lackluster, and your CC won't be enough to compensate for it. It excels at nothing in groups. In soloing? Lower dps, but sheer survivability.

North is right on with the specs and info he gave out. In earlier levels hunter and CC is kinda a joke. Our traps dont last too long, and we dont get to practice trapping much, unless you practice while soloing. Once you get some of the final ranks of your traps and get some levels you can get very good at trapping and CC in general.

I will assume that the rest of the hunters here who know a thing or two will advise you to level with a pet heavy BM spec. For an enjoyable and rapid leveling experience, do so. Once you get to 68, 69, or 70 respec into what you want. I will say that even a BM/MM hunter who has a clue about his class can effectively trap for groups all the way up. It means making the tank wait for your cooldown before pulling. It means you may use your pet to help you kite a mob. It means using everything you have to do what you need to do. Any hunter spec is good DPS, any hunter spec can be good CC, the player behind that hunter is the deciding factor though. Learn to master your class and the rest will be easy.

I play a very CC heavy SV/MM build. I LOVE heroics and raiding. I have more fun with my build than I ever did as BM/MM. I utilize, improved traps, Wyvern Sting, shorter cooldowns, Scatter Shot, Expose weakness, Deterence, all the fun stuff! My build is not good for DPS or grinding/leveling.
