Ok, I'll bite: Prot, Heroic tank spec. Yes, I'm serious on the dealing damage part. I've put out ~30% in Heroic Shattered Halls using no CC! The build can be found in Jack's FAQ (it's the one with Reckoning).

If you want to do that ALL the time though ... you're in the wrong game. In a limited sense the closest you'll get is a damage based Feral spec Druid in bear form, but even then the Druid will be gimping both their damage output and mitigation by trying to do both.

Ret will put out the most damage, but will still get torn to shreds if they are the focus of a mob/boss. Prot will take a lot of punishment, but will extremely rarely be topping any DPS charts (special AOE circumstances only). Holy's not built for either, so moot point. Mix of Ret/Prot? You'll gimp both and be able to do neither particularly well, if at all.
