So after months of looking at what I thought was an error with OOC in Kitty form, I submitted a request for info and here are the details I learned from a GM. I will start from the beginning....
When in kitty form I usually build up to 3 or 5 combo points before I use a finishing move. When I maxed out all 5 combo bars, and then waited for an OOC proc, I would hit either of my finishing moves and all of my energy and the OOC would disappear. I assumed that OOC would cover all of my energy consumption and I would be left with a full energy bar to continue my attacks.
Apparently the finishing moves in Kitty will use all extra energy and count it towards extra damage. So all energy + the OOC proc are turned in to extra damage. I was not told, or could not find out, how much energy a OOC proc equates to but I would assume it would be the equal to the entire amount of energy currently available or the entire bar. Anyone who can clarify how much energy a OOC proc equals I would be interested.
So from now if the mob has over 35% health I will wait with a full 5 combo points until I get an OOC proc for extra damage, but if the mob falls under 35% I dont wait. With the extra proc I can usually one shot mobs in the 35% health range which is more damage than I was dealing before, especially for a Balance druid in Kitty form.
I hope this helps some people and prevents some othe GM requests. Anyone who knows more about the OOC Proc=Energy amount I would be happy to hear it.
