I've not played the class but was wondering when it says improves melee and ranged attacks by 3% does that also count as spells?

No. Physical attacks only.

iv always looked at this talent and not bn sure about it, would it be worth taking for raiding......i know another 3% hit is a great thing to have, but would you have to get rid of any other key talents to get it?

In my opinion, it would only be worth it if you have a newbie guild that is still gearing up, or your guild has you take it so that your physical DPS can reallocate points away from hit and into other stats.

Any DPS worth his/her salt will already be hit-capped (well, perhaps not dual-wielders, but anyone else).

Problem with that, is that most melee *are* DWers. Rogues DW. Most raiding DPS warriors are fury, and as such DW (there are a few 2h warriors, but not to the same degree... from what I've seen, there's usually 1 per raid). Enhancement shaman DW. Ret pallies are the exception, as they can't DW.

It also increases the tank's TPS, as I guarantee 90% of tanks in a raid aren't going to be hit capped.

An excellent point and one that makes the talent possibly worthwhile without considering any other factors.

It is probably of most use in advanced raiding where the guild can build their gear around having the talent. Hunters, druids and other 1 handed classes can switch out a few pieces to higher DPS items or gem more for DPS stats etc. Dual wielders will probably always love it.

The only DWers that won't love it with all their being is a shaman, who's main damage is from yellow attacks and is special-capped stock. :P

And yeah, the hit rating is just awesome for a tank. I know in my regular tanking gear on my warrior, I sit at around 23 expertise and ~20 hit rating. That 3% from imp. FF gives me an extra 48 hit rating (I think), so it adds a pretty decent chunk to my TPS.

Like I said, though, DWers will basically never be hit capped, so it is always a good thing for them. And like Rarebeast said, the hunters, druuids, ret pallies and 2h warriors can shift their gear to drop some hit rating and have more AP/crit/whatever, increasing their DPS. It's a damn good talent.
