Poorly. Shield Spec. and Imp. LS suck period, and both Anticipation and Toughness are completely wasted in raids where you shouldn't be taking many hits (and if you are, that 5% dodge or 10% armor isn't going to save you).
You're missing Totemic Focus, Totemic Mastery, and Nature's Guidance out of Resto, all three talents I consider vital to a raiding Enhancement build. You want all the hit you can get when dual-wielding, thus Nature's Guidance, and although your DPS is great, that's not why raids are bringing you along; they want your melee buffs, hence the two Totemic Talents (the first of which you could arguably live without, but the range increase from Mastery is completely mandatory IMO).

No. Shaman don't have builds that work well in both raiding and the arena. A PvP Enhancement build looks quite a bit different than a raiding build. However, that tends not to matter much in light of the fact that Enhancement Shaman suck badly in the arena in general, but it would be much, much worse with your current build.
Raiding build. PvP build. Much of this is arguable and/or to taste, but the point is that you want 21 points into Resto for Nature's Guidance.
