You can use a cast sequence that will rotate from WFT to SS to GoA and back to WFT.
/castsequence reset=4 Windfury Totem, Stormstrike, Grace of Air Totem.
I'd recommend switching it around though. Lay GoA first so you have the benefit of it on your Stormstrike, then WF after you Stormstrike.
EDIT: Actually, if you want my opinion, grouping your totems in with an attack for your macro is both restrictive and cumbersome. What I do if I want to twist is to simply bind both of the totems in question to one macro like so:
/castsequence reset=3 Windfury Totem, Grace of Air Totem.
Binding it with an attack just makes it unnecessarily messy, as would a simple four-totem buff macro since you're going to be constantly twisting those two totems. Beyond that, the best thing you can do to make the process fluid is to bind said macro to one of your mouse buttons. (I hope you have a five-button mouse.) Enhancement is retardedly easy to play when raiding anyways, you shouldn't need to have anything else bound other than Stormstrike and your Shocks.
This is my Enhancement set-up:
Left Side Mouse Button: Stormstrike
Left Side Mouse Button + Shift: Flame Shock (This is your main DPS Shock.)
Right Side Mouse Button: Earth Shock (So you can interrupt immediately without having to search for it.)
Right Side Mouse Button + Shift: Frost Shock (Similiarly, so you can snare on the fly.)
Center Mouse Button: Totem twisting macro.
Center Mouse Button + Shift: Full four-totem buff macro.
You shouldn't ever have to reach for a number on your keyboard after that, much less look at it, for anything other than laying totems outside of your normal buff routine. Smooth as silk.
