Just wanted to ask you all if there was a better way to utilize both Devastate and Shield Block.

You shouldn't need the Stopcasting button, and you'd probably be better off having it show the SB cooldown and not the Devastate CD.
Really, though, macroing SB is a bad idea. Learn how to hit it every time it's up in boss fights and use it proplery at other times; otherwise you get yourself in bad situations (like hitting it when you need all the Rage possible to get aggro on trash, or offtanking) and not using it when it's critical (like the first few seconds of a boss, when you want to Shield Block and Shield Slam rather than Devastate).
