What is better for a fire mage who just want to do lvl 70 heroics and probably no raid? Spellfire or Spellstrike?
well they are not mutually exclusive, you can have both. I would get spellfire first then spellstrike.

spellstrike is only pants and head
spellfire is chest,belt and glove
so get both set and take it as pre t5 epic set :D

It may be easier for you to get the spellstrike set, as this is BOE, while the spellfire are BOP items and you have to craft them yourself. Its definately worthwhile to get both.
Also note that the Spellstrike patterns wont drop unless you have Tailoring so in fact you're probably going to end up getting both anyway.
I'm frozen shadoweave at the moment and max out and i have my set crafted.
I'm dooing some raid at the moment I'm thinking to switch to spellcloth for the spellfire set. Is it woth it to farm

28 primal mana

It is definitely worth the grind for mats. I still have my FSW set in the bank for if I ever revert to frost for raiding, but the dmg output with Spellfire set is superb.
