In tooltips Second wind says that if you get any incapacitating effect you will regain health as apropriate. However when I get gouged by a mob I do not receive any such bonus.

Is gouge one of the few moves that doesn't proc second wind or is that not suppose to happen?

If I'm not much mistaken, is specifies "Stun or Immobilize effect". So, Gouge and Blind amongst others will NOT yield any rage or health.

it used too, back in the day. anything that "stopped" you completely, be it gouge, sap, seduce, stuns, roots, or even being the primary target of another warriors fear.

then they fixed it :(

This move is crazy good when fighting mobs that use these type of abilities. I thought it was gonna be another "spirit bond" like the hunters have that is really lame and doesn't help enough to be worth the 2 points but I was impressed.

I took the points in it and while grinding mobs with knockdown I regened more health than they could do to me. So even when my wife's holy pali wasn't backin me up I was still able to down the mob and an add or 2.

No I don't remember fighting with someone about it. I do remember saying that that some people like it, said reasons why and then stated as for me... I don't use it nor will I ever respec to it. =P
