I'm currently a level 41 protection specced paladin and I find that when I add shields with more Block and more strength to increase my block. It doesnt seem to effect my block percent. It still says 4.80% chance to block no matter what I add. Is there a trick to getting this to add to your %?
The block number on your shield is your block value. Strength also only adds to block value.
Block value only raises the amount of damage that blocking removes. For example if you are going to get hit for 50 damage, you block it, and your block value is 20, then you will only get hit for 30 damage instead (20 blocked).
There are only 2 ways to increase your block percentage One is with Defense Rating, which increases your dodge, parry, block, and the chance of enemies missing you. The other is with Block Rating, which only increases your block %age, but it will increase it much faster than Defense Rating.

there's 2 different numbers for block. block value (which is the number you see under the armor on you shield and what srtength increases) increases the amount that you block when you block. block rating increases the % chance that you will block. as a paladin block rating is very important, but block value less so.

Thanks for the replies. It actually makes sense now. So 4.8% isn't bad for a level 41?
It's expected... it's hard to find block rating or defense before you get into outlands, so don't fret too much over it.
Even at 68/69 you probably won't have much gear that adds to block rating.. No reason going crazy to find those stats until 70.
