1)Yes you should really be 70.
2)Armor should be all level 70 blues for Kara. For heroics, mostly level 70 blues.
3)Your "skillz" are not "uber". Nor are they "leet" or "1337". You are a scrub like everyone else to just hit 70. Welcome to newbness.
Not sure what your asking i'm geussing you mean what gear requirements are there for heroics/kara?

2)you should have almost all 69-70 blues for heroics, heroic blues and epics for kara
3)you need no skills to do heroics, just break in your (insert arcane blast/AM key here)
4)and for heroics you need all the keys.

You need no skills? BAH! I hope you're NEVER in my group.
You need to know what you're doing so you can avoid damage so the healer doesn't need to waste mana on you. You need to put out consistent DPS, but NEVER NEVER NEVER take aggro off the tank. You need to be able to sheep mobs AND KEEP THEM SHEEPED. I've had enough of mages who are, "duuuuuuuuuhhhh, spam fireball?"

Get 750ish spelldamage, should be good if you have decent hp and mana (7k+ and 8k+ with arcane intellect). Don't gem for int or anything though if that's what you're thinking.
As said you need keys (get honored everywhere) and be level 70.
Basically all you do in heroics is sheep stuff while dpsing other stuff, it's not hard, there's just a slight gear barrier.

so it looks like ill need some new armor...would level 70bg armor work or do I need something with more mana less stam?

The biggest problem with BG gear is lack of +hit. However, there are several pieces worth getting, and it will all work fine for heroics, just not as great for raiding.
I kind of liked it when the requirement for heroic keys was revered... meaning you had to have several runs of the higher level instances to get there before you could do a heroic there. Dropping that to honored made it way too easy to get in... now they'll probably nerf some of the difficulty to make up for the less geared folks going to the heroics and wiping... and qqing...
