You have to consider, no class in this game has an instant direct heal. Shaman and Druids have one instant direct heal every three minutes with Nature's Swiftness, human Priests have the self-cast-only Desperate Prayer. Every other instant heal is an HoT or has some kind of gimicky mechanic (Earth Shield, Prayer of Mending) which leaves them vulnerable to dispell, and for good reason.
Holy Shock becoming a strong, efficient heal would be all it would take for Paladins to replace Druids at the top of the arena healing list (hell, they would be the list) and become literally unkillable. An instant, uninterrutable, unsilencable, undispellable heal every 15 seconds? The only way to stop that would be to drain your mana.
First, one instant heal every 15 seconds is hardly gamebreaking. Whoever is being healed will be taking far more damage than a Holy Shock can handle. Not to mention, on larger teams, they'll likely have wound poison / MS / aimed shot on them too.
Mana drain / mana burn is already incredibly strong versus paladins. Even with the new resilience changes in 2.4, it will still be very strong to use on other healers.
The holy shock change is nice, but the cost should be cut a ton. Make it a really practical heal. The holy tree needs it.
