I don't know in actuality, but in theory, yes.
However, I don't know the functionality aside instantly getting out of taking falling damage (which mages have other ways to get around) because teleport and portal spells cannot be cast while in combat.

However, I recall that Spell Haste affects a shaman's Astral Recall.
