No. No. What did I tell you about thinking too much?
For starters, Judgement has absolutely 0 to do with our weapons. The Seals are affected by weapons, but Judgements are static and unchangeable; their affects, their damage, everything. Judgement is a spell just like Frostbolt; its mechanic simply dictates that you must have X, Y, or Z Seal active in order to produce X, Y, or Z effect. Equipping two weapons instead of a two-hander wouldn't have any more effect on Judgement's mechanics than equipping a sword-and-board. And since we Seal up instead of assigning buffs to weapons (a la Shaman), you're still only going to have one effect to Judge every 8-10 seconds.

Here, at least, I agree with you. We don't need every melee DPS class in the game dual-wielding, and right now every one does except for the Paladin, including the incoming Death Knight. There should be at least one two-handing class.
Furthermore, this would be horribly skewed in favor of the Horde. Of course, what else is new, but... SoB would be positively monstrous when dual-wielding, while SoC would take a dive into obscurity and neither SoV nor SoR would be able to keep up.
