39 twinkFollow

im making a 39 twink and im not sure about some enchants. Can i put a savegry or +35 agi enchant on Manslayer, http://wow.allakhazam.com/db/item.html?witem=10570;source=live
Or +12 Agi on wings of the whelping http://wow.allakhazam.com/item.html?witem=13121

im aware of thier item levels. I read somewhere that it goes by req lvl for non-quest items. also on thottbot a few ppl say they couldnt apply the enchants & some say they can
