Just dinged 40 on my hunter, and when I try to use Volley, my character shoots one arrow to the center of the aoe circle, and I see nothing. It does do dmg, but the animation is missing. Any ideas what could cause that?
Same thing happened to me, it came back with the next level upgrade to volley though.
What's more annoying is having the whooshing noise stay, especially when in an instance where you pull mobs back a little and end up in the area of the whoosing sound again.
That also seemed to fix itself with the volley upgrade.

Underpants gnomes. They are to blame.
I had that problem for a while. However the animation is working properly for me since two patches ago. This suggests there's something wrong with you guy's files. However I've no idea what would be required to fix that.

There is a repair utility in your WoW folder. Im not 100% sure that will fix the problem, but your more than welcome to try it. OH and back up your addons because last time I used that utility it wiped my addons and i was piiiiissed. So just to be on the safe side.
If that doesnt work open a ticket with a gm, see if they know how to fix it. Some of them are smarter than you might think. Gl with the animation.

Mine is doing it too, but it was doing the other animation before it was patched back to the revamped old one (which it doesn't do).

Have you checked your spell detail level in your video settings? If you have it all the way down, you'll only see 1-4 arrows. If you turn it up, you should see the proper amount.
Even when I had a crappy computer that maxed at 15 fps with all settings turned down, that's one setting I almost always kept turned on. Aside from making your spells look nice, it can really be a lifesaver when you are in an AoE

It still glitches sometimes. I admit I only have mine turned to mid settings, but I've never had a problem with spells before this last patch. Ever since I started playing I have always had my spell graphics set at the same level and never had a single problem until this last patch.
Back before the changed volley animation(the fountain), I was seeing 7-12 arrows(guessing, but it was a lot), then again the fountain was fine spewing about 6 or so times. Then the last patch came and I was only seeing 4 arrows.
I turned it all the way up and still only see 4 arrows. It isn't just volley either, and it isn't just me. I can't even see cone of cold on my mage. Netherspite's black hole things, didn't appear on the ground for anyone causing a wipe(that was a fun vent conversation). Nightbane's fire wasn't appearing for some people either.
It was something about this last patch that changed a lot of things about the visual effects that are ******** some people up.

Well, the funny thing is, on another alt (paladin) I grouped with a hunter today, and I could see his volley animation. Jump to my hunter - and it's missing. This baffles me.
My spell detail is up all the way, so I asked a hunter friend to do volley, and his animation was showing, but when I cast it, he said that he couldn't see it.
I'm in the same situation. I've got a fast computer with a high end video card. I have all video effects set to maximum. And after the reversion to the original graphic my Volley shows no graphic at all.
I haven't been concerned, because I hardly use Volley. But here's another data point for those who do care. :)
