Is this quest available for Horde, or just alliance?

Its a quest reward for a chain that ends in Stormwind. And most of the quest chain is in Stormwind. And all the reputation listed for the quest is Alliance.
I might be wrong but I'm guessing its an Alliance quest.

There is a similar quest for Horde that ends with Seal of Sylvanas.
You can try and get the quest, don't think you'd last long trying to talk to the king though.

No, you get to run SFK instead of VC. You also get the seal of your respective Eastern Kingdom rulers.
Though the "of Wrynn" thing should've answered the question for you, really.
