My rogue is now level 66 and I am playing him quite a bit. I do enjoy playing him but I always feel like he could be more efficient or just more effective. I don't have the best blues but I do try to get up to date gear. Here is a link to my armory.

I just want to know what you experts would advise me to focus on during my leveling and then at 70. I want him to be ready to raid and to just be a good rogue all around.

Well, if you're looking for efficiency that hybrid spec is not the way to go.
Also there are much better weapons available for MH and OH.
There's a nice MH sword from the 1st boss in Ramparts and a very nice OH sword from the 1st boss in Mana-Tombs.
Respec into a more "cookie cutter" combat swords build and you should find your grinding easier.
And make sure to keep your weapons as updated as possible.

Makes sense, I only specced this way because a level 70 was giving me some tips for good specs. I guess he was wrong. I will respec to something a little more normal soon enough and I will be getting better swords soon as well.
Your spec isn't that bad, but you're sacrificing a lot of good talents in the Assassination tree. A better Hemo hybrid spec would force you to drop AR, but grab goodness like Ruthlessness and Relentless Strikes.

Well, your gear looks fine to me. Your problem comes in the weapons. They could be better, and they could be swapped. You want the higher base damage in your main hand for better hemorrhages in your case.
