Respeccing lvl 70 Priest and seems Spirit Tap is a real benefit. But most Holy or Dis build dont seem to expend 5 pts into it.
Any reason why I am not aware of seems would allow the Priest to regen fast after kills party/raid kills.

IIRC, Spirit Tap only procs when you personally get the kill - so it would not be worthwhile for a holy/disc priest.
As above poster mentioned it only triggers when you get the Killshot. So it has his uses when you plan to solo/grind/quest mainly.
