How often does the attack power proc? Every other Shock approximately? Anyone have an estimate?

Apparently it's a 50% proc rate. I'm not sure what the rules are regarding linking to other WoW websites, but look it up on WoWhead and see the comments for the item.
I don't have it, but my enhancement buddy swears by it. He noticed a 50% proc rate with no apparent hidden cooldown.

It's worth noting that another shock within the Duration(10secs) can NOT renew the uptime, so if you're shocking for Procs only, wait for it to wear off first ^^
