I found this to be untrue. When I first started gearing myself as Elemental, I had a hell of a time doing so. There's next to zero mail caster gear in Kara and anything that may benefit me, cloth, leather, I'm also competing with Boomkins and Mages/Spriests/Warlocks. So it took me a while to get it higher, whereas my Enhance Shaman friend ran Kara twice and had almost collected all the gear he had wanted.
As far as damage goes, that should never be your personal goal. Do your best, but also buff your party. If an Enhance Shaman goes to a raid setting, his melee group will bust out huge numbers with WF, GOA, and SoE. However, from my Elemental perspective, dropping a WoA, ToW, and Mana Totem allows me to buff myself and my fellow casters, while the enhance Shaman always lose out on buffs if he's dropping a worthless to himself Windfury.
I can push respectable damage though, I topped damage on Void Reaver once, but that's because next to zero orbs came near me. Also finished 2nd to my rogue friend on Leotheras the Blind. Unfortunately, that's as far as my guild has gotten.
