however with 3 points in Elemental Precision the cap is lower. To what?
Do points in Arcane Subtley affect the spell hit, or simply reduce any resistance that the target may have?

That's the cap WITH Elemental Precision. You need 202 without it.
Arcane Subtlety only reduces enemy resistances. Only reason I keep it around is so that I can use AM spam to dial back threat when necessary(usually only in 5 mans, though).
