Found the wonderful site of Shadowpanther.net from here and have noticed a lot of even the top PVE gear is PVP BG gear other than raid gear.
Basic problem, finding groups/guilds for raid/heroics bites as no one on the server will touch a rouge without at least 1400 attack power unbuffed.
Without sacrificing a lot of +hit, how is it possible to get it up that high with less than limited help.
It seems that most of the gear that would boost me is located in raids, which I can't go to because I don't meet there minimum stats...

Yes, and by the looks of this and other guides, the s1 gear for rogues is much better than non-raid gear.
But with the way things are, unless you have raid gear, can't get into raids....

You need to find a decent guild runnign kara that is willing to take you on.
I just downed Void Reaver with my PvP spec, it is just the people in the guild willing to take you or not...
Some people don't understand gear, be patient, run instances and make friends.
You are more than likely to met helpful people while doing instances and get invited to a nice guild if they see you are a good rogue.
You need to find a decent guild runnign kara that is willing to take you on.

It has a lot of crit, and he gives stamina some decent weight. If you look at the max DPS gear list the PVP gear falls behind dungeon blues.
I put together a list of gear you can get without setting foot beyond a heroic that gives you 1500 AP and 321 hit rating.
Check it out.
