Hi, level 54 now and still no sign of a relic for me :( when can I get my first one?
Most likely in Outland. As far as I know (and I'm certainly no expert) the only relics before that come from Old World raids that are rarely run any longer.
I think the first instance you can get a relic from is either Strat or Scholo. By the time you can run those you could be in outland.
There's one that drops in BRD as well. I think it's the one that adds to your Devotion Aura, so you're better off not even trying for it. Just wait till Outland and get the Marks for the Hellfire daily and save them up. There's a Libram you can turn those in for in Zangarmarsh.

Really? I must have missed that one, I had thought that Honor Hold marks were only useful in Honor Hold.
Re: Skipping Strat and Scholo
You can skip them in favor of Outlands -- you'll get better gear and better gold, but Strat and Scholo are a lot of fun (plus you need them both for your Epic mount). It's unfortunate that so many people are just passing it by. I've also found that BOE items from those two instances are more likely to sell on the AH than ones from Outlands.
You might get this when getting your Charger in Scholo (assuming you are alliance). Kind of a pre Blessed Book of Nagrand.
I went on my old 60 human, laughing at all the useless things I have now (Scourgestones, Soulforge Armor, etc...) and I totally forgot about that libram. Aint too bad if you can get your hands on it and you want to heal instances.

The Libram of Wracking was my first libram, around lvl 61-62 or so. It's a quest reward you'll get from The Colossal Menace, a group quest near the end of your time in Hellfire Peninsula.
The Alliance Field Scout and Horde Field Scout in Zangarmarsh sell items like the Libram of Zeal in exchange for Hellfire Peninsula PVP marks.
