I have a level 62 shammy thats been retired for a while. Levelevd to 58 as enhancement, changed to elem for some pvp and messing around in HFP then retired him.

I'm thinking of bringing him out of retirement and noticed that the talents are all reset. Just wondered if I should go back to enhance for leveling to 70.

Enhancement is still the fastest leveling build without question, but once you have Water Shield (which I believe you should at 62) Elemental can level just fine. It's really just a matter of weather you want to reach 70 the absolute quickest or if you want to reach 70 as Elemental.

Well tbh I was probably going to end up with him as resto, at least to try it out. So gear/talent-wise I would rather be 70 and resto.

Maybe I'll do a few levels as enhance then respec and start leveling resto to get the extra healing exp ;)

well i suggest you just stick with enh and try to accumalate some decent/good healing gear before you respec, and i would say wait till level 62 before respecc'ing resto for WS. But as healer u can get groups faster, but without good gear you can hal them very well, so stick with enh and try to get dps/off-heal position in instances till you get some decent to good healing gear then respec. just make it clear to the group your after healing gear for a respec. Most should understand.

Elemental is perfectly fine for leveling after 60 (when you start getting serious +dmg gear).

For me, I leveled faster in Elemental than many Enhancement shamans I knew. Elemental is extremely good DPS, with or without Water Shield. You'll have to drink, but you'll spend a little less time running into melee and ranged DPS is naturally safer than melee.
