how come most pvp mm hunters i see, doesnt get this talent
but instead they put 2 points ranged weapon specialization..
isnt 2 points in careful aim better than 2 points in range weapon specialization?

because it doesnt give a very significant AP boost. I have yet to see a hunter who stacks int, and until that happens, Careful Aim will be a less than optimal choice.

Ranged Weapon Spec scales, so will always be a good choice.

It is only worth putting points in there when you have a TON of intellect.

Well, I wouldn't say that having a ton of intellect is bad. It just shouldn't be one of your main stats. You should go for more agility and stamina rather than intellect. If you have it already though then it's fine.

Hunter arena gear generally doesn't provide intellect. My gear in the process of being swapped out. I did lose AP by dropping CA as I was PvE built and specced before to take advantage of CA, however, now I'm in Arena and anticipate arena gear and losing my INT gear. I've already replaced some of my old INT gear. CA becomes less useful.

After WothLK comes out, I may respec back to PvE and if INT gear becomes more common, I may respec CA back in depending on the gear in the expansion. There is an INT point where it becomes more valuable than another talent.
