i have a lvl 9 mage but am going to lvl him to lvl 39 and make him a twink, i was wandering what the best lvling spec would be and after i reach lvl 39 what would be the best PVP spec and gear. any opinion or advice would be greatly appreciated.
Its impossible to make a level 39 twink without a lvl 70 supporting the funds, as for youre other questions just search gear and enchants on various WoW sites for the level range 36 39 ;)
Staff of Jordan seems to be popular for that level. Had it for a toon I was going to twink out but stopped him at 26 and sold the staff for 600g.

where does the staff of jorden drop? i wont be able to afford it off the AH atm as all my chars are really low on gold.
if you do not have the gold to buy items/enchants don't bother making a twink character. They are notorious for having all of the very best gear, which will cost you hundreds if not thousands of gold to get that.
as the above have all said it takes gold to make it happen.... and it doesnt matter how much gold you have it wont change the fact that your still in cloth and any melee twink is going to shred your face 80% of the time(if not more).

It's a random world drop, so unless you're SUPER lucky, your best bet it to find one in the AH.
And as the others have said before, I suggest you level up a toon past 60 so you can provide some gold for the twink.
Edit: Click on the Staff of Jordan link to find out the drop info (kind of useless, but just if you're curious).

Like above posters said, dont even BOTHER trying to make a twink if you do not even have a lvl 70, you will NOT have the required gold to make it happen, and will just get crushed and desperate.
On a side note, I have seen Jordan's sell for up to 1500g, a friend sold it to some random 39 warlock, he was farming mobs for mageweave (leveling his First aid) and now has the gold for both his epic mount and normal flying mount, just by being lucky.
Oh well... back to motes...

Unless you know how to play the AH. There's a poster here who made multiple thousands of gold on a single character that was level 25 or so, iirc.
