If I'm specced for frost/arcane, should i even waste my money on fire spells?
Yes.
several are useful. Specifically FireBlast. Also, you'll encounter some things that are immune to Frost. Lvl 1 fire will take a while to kill level 42 water elementals on the coast of Ferras (Spell - you know what i mean)

I'm full frost and I still use the odd firespell. My fireblast still hits for around 1500. Just think of them as more tools in your toolbox. More tools means you are usefull in more situations.

However, I am going to say that if money is the issue and you can't always afford all the skills, it can be a good idea to not buy the next rank of Flamestrike or Scorch immediately and save the cash for later.
But at the end of the day, it's a bit better to have them than to not.
