twink at 19?Follow

should i just twink at 19 then get pvp?
and after a while at 19 level to 29 for more pvp?
cuz this char is a PVP
and i thinking of going with states with
18/00/43 for PvP
Im kinda a noobie 2
but i was learning from my level 70 rogue
but his spec was different
would anyone like to help with these 2 question?
