Does Spell Power stack with Ice Shards?Follow

For 150% bonus crit dmg?

And, my opinion, it would be better to have 3 points in permafrost and 2 in arctic reach, than putting 5 points in Mind Mastery. My thinking is, I'd rather be able to get off an extra (maybe 2) frostbolts, versus having the extra 250dmg (which I can find with gear).

Thoughts?

Blue answer to your question. Frost crits with Ice Shards equal 225% base damage and Fire gets Ignite based off 175% crit damage. They haven't made any changes to the talents since this information was released, at least not in any patch notes.
