Here's my primary idea, incorporating that consume-effect type of damage.
As a 36 point talent, called "Carrion Swarm", you are required to have Insect Swarm to get the talent. This talent has a one-minute, fifteen second cooldown. This ability consumes Insect Swarm to deal 50% of Insect Swarm's remaining damage to be dealt as a neutral physical damage, affected by your spell damage, spell hit, and spell critical strike rating. (crit modifier of 200%, like physical attacks, instead of spell crit modifier of 150%) This means it will be mitigated by armor, and the spell can be blocked/parried/dodged if you get the equivalent of 3 "miss" rolls in a row*. When this skill hits, it silences for 2 seconds, and any spell being cast has its school locked down for 4 seconds. This skill CAN be used in Feral Forms, making it a classic solution to a Bear's lack of Pummel or Shield Bash, or a Cat Form's Kick.
*For those who don't understand what I mean by three "miss" rolls, imagine a Warrior just tried to hit you with Mortal Strike. Your character rolls a die based on your chances of evading said attack. In the case of this spell, you must roll three evades in a row to dodge the attack. So, for example, I use Carrion Swarm on a Holy Paladin casting Holy Light. His first roll is a Block. His second is a Dodge. His third is a Parry. Therefore, the skill does not hit. If any of the three rolls are not a Dodge/Block/Parry, the skill hits unless you miss based off your own spell hit.
This makes for interesting game mechanics. A physical-damage spell, usable in Feral Forms.
