About leveling, I'm going enhancement, and it seems to work well. Is there a better spec to choose? Or should I stick with enhancement?
Also, should I dual wield when I get high enough? I enjoy using 2 handed axes, but people say dual wielding is better DPS, and with stormstrike, it's hard to disagree.
And lastly, what level would be good to respec to resto? My friend says to wait till higher up, but I'm not sure when is a good time.

I'm not sure what the standard respec level is, but i know im planning to respec resto around 65ish.

Yes, you always want to dual wield in PvE. In higher PvP like arenas you'll want a 2hander for higher burst damage.

Wait until 70 to respec, as 1)Leveling as resto is painful, 2)you can heal fine in pre-70 instances with a mediocre healing set, and you can also be good dps as its not preferred to have max CC except in heroics.
If you want to spend your time as efficiently as possible, don't go Resto til 70. It levels noticeably slower than a DPS spec.
You can be the healer for any pre-65 instance without being Resto spec, as long as you make a reasonable effort to build up a set of healing gear alongside your DPS stuff. So if you want to try out healing, you can without having to switch.
