You didn't. It does improve the amount of damage you do from Executes (lowered Rage cost - more likely to get it off every GCD and more Rage that can be used for bonus damage), though. With that said, that's mostly something that comes up in raids.
Your talents are okay, but you want a (1) point into Imp. WW and you don't really need Imp. Execute in a leveling build. You'd also benefit from picking up talents in Arms - Deflection and Thunderclap are pretty significant amounts of damage reduction, and will make leveling considerably easier (not to mention tanking in a group).
If you're going to respec, I'd do it like;

And then go up the Arms tree. Reclaim the three points in DW spec as your last three - they're not that big of a deal with poor weapons.
