I EXTREMELY want a black fur covered wolf I want one really bad and if someone can tell me where I can find one lvl 16 or under, and in alliance territory please help me!

As you can see from that link, if you like the worg model of the wolf you’re in luck. There are some as low as level 10 in game, though they would be a challenge to get to for an alliance hunter.
But if you are looking for a black wolf looking wolf your out of luck. The lowest level black “wolf†model is a rare spawn in Feralas named Snarler and he’s level 42. I tamed him on one of my hunters and later released him back into the wild for a different pet. I still regret doing that. One day I’ll have another black wolf pet.

I tamed Snarler and have so far found him the best pet/wolf to have tamed so far. I've also tamed Sian-Rotam at level 60 and he's all up and ready at my level, if not one below.
So far these two pets are the best choices I've ever made for my hunter. For the time being I'll use both Snarler and Sian for questing to get them both up to level 70 with me (I'm only 63 atm). However, Snarler I'd use for BG, Arena, and raid dungeons mostly. Sian will just center around quests (until he's 70) and occasional raid dungeons, as well as raids on Horde towns, hehe. >:)
