This question has no simple answer. Your characters spec plays a big role in what will work best. If you are a Combat sword spec then your best bet is two swords. The main hand should be as slow as possible to max out the damage from SS (2.6 speed I believe is the target). As for the off hand it should be as fast as possible to maximize procs from Combat Potency. Sometimes a dagger will make a good off hand in a combat swords build but only if it is faster than a comparable sword for the off hand. The choice here is a matter of trial and error to see which one provides you with the desired effect.
If you are not Combat swords and/or do not have combat potency then what you swing in your off hand is your buisness. It should just be as fast as you can get so that it will have a better chance of procs on the poison that you have applied to the weapon. Damage from it is not so much a factor due to the reduction it gets from Dual wielding. The higher DPS is just a side bonus if you can get it.
