This patch, instead of resetting talents, automatically drops a point into Icy Veins for you if you had specced Iceblock. Your spec won't change, I was 17/0/44 before the patch, and was the same afterwards.
Then just go to a trainer and pay 72 silver to learn the Iceblock spell.
That and the mana gems is pure win.
Currently testing a 33/0/28 arena build, so far it's been loads of fun. Miss Ice Barrier a bit, but when you are crushing someone in 3 seconds flat to give your team an edge right off the bat, it hasn't seemed to matter much.
Will go more in depth after I play it enough to see how it holds up to 17/0/44.

I was thinking of a way to respec last night for pvp, but I have a hard time finding a good mix of offense and defense with a frost/arcane build. I am having a hard time giving up my elemental for some of the arcane talents.
On that subject, I am easily respeccing 33/0/28 today. I mean come on: Ice Block, Icy Veins, Cold Snap, Arcane Power, Presence of Mind. Fairly good control, great burst damage and really good defense.
Also 33/28 Arcane/Fire mages might be getting a tad overpowered in good gear, having awesome burst and a dot/fear wipe :)
