OTing raids - 2 or 1 feral set Follow

If I were to be designated as the off-tank in a raid, should I bring a DPS and a tank set, or just a tank set?

Bring both. Some items may be used for both sets, but bring the best you have for each slot for tanking and dps. In case i need to roll on unwanted healing gear i also carry around my full healing set, so i can compare if the item is better than what i have.

Definitely take both and I would suggest try to work out a hybrid, like a high dps tanking set for fights where you switch mid-way through.

Examples using Karazhan,
Opera event - you tank romulo / warr on juliane. you'll be tanking the whole fight so stick on your main tank set.

Attumen, you tank midnight, mt picks up Attu, you switch to dps when they become one boss, hybrid is good here so your dps isn't too gimped on the 2nd phase.

Prince - Full dps, only needs the MT on the prince so you want to maximise your damage output.

It's the way of the 70 Druid. Always bringing three different sets, or sometimes even more. I have exactly one empty bag at all times, after depositing mining mats, sold trash loot and so on. The rest is taken up by one stack of Bandages (rarely use them, so I don't bother with more than one), two stacks of GotW reagents, one stack of Combat Ress reagents, healing/stamina/agility food which my Hunter farms for me, Hearthstone, potions of various kinds, Mining Pick, Jeweler's Kit, Grinding Stone, a stack of normal food for selfhealing while drinking, two stacks of water and so on.

Then add three sets of gear (Healing, Tank and DPS gear). Also, add a couple of pieces of resistance gear (some Arcane and Nature resist stuff) in case I am needed as offtank/tank at certain bosses.

Protip when playing Druid at seventy: Get Outfitter or Itemrack, or whichever gearswapping mod you'd prefer. I personally use Itemrack, and send a prayer for whoever wrote that addon each and every time I swap gear. Saves alot of time between encounters, but is an absolute godsend in Battlegrounds. You just finished off that fellow who thought you would be an easy target, get out of combat, quickshift to Healing gear and start healing the rest of your teammates, and just before running out of mana you wait for five seconds and get back in your Feral gear and join the fray again.

I'm guessing in the hybrid set I still need 2.6% crit reduction, though?

Yes, though it's better to get that through resiliance rather then defence for a hybrid set. Using PvP gear will ensure that you are still uncritable and it gives great dps stats while still maintaining decent survivability.

It takes a little playing around with different gear to maximize both mitigation and dps but it's good to have a middle ground between tank set and dps set. Beyond it's utility in raids it's also good for 5 mans, both normal and heroics, to boost threat without destroying your mitigation.

Yeah, I went for the PvP stuff with some of my PvE gear thrown in to get a hybrid together, still uncritable, less STA and Armor, but a whole lot more DPS than my regular tanking gear.
