2h weapons hit harder per swing, meaning theyre good for bursty damage, which is what you want for pvp.

dual wield and 2h deal about the same damage over the extreme long term (i.e. over millions of hits). however, dual wield usually yields better consistent dps than 2h does because a miss with a fast 1h weapon is no big deal, but a miss with a 3.8 spd mace REALLY hurts. so for pve dps, dual wield is king, since its nice and steady dps (less chance of pulling aggro from a crit or string of crits) and is less affected by misses on a per-hit basis.

dual wield also provides a greater chance for a number of talents, like shamanistic rage, to proc.

Over millions of hits, dual-wield in PvE will provide significantly higher numbers than using a two-hander. Windfury and Flurry procs add up.

As a follow up, I have a question about how to arrange the speed of your MH/OH weapons.

I know with rogue it is best to place slowest, highest dps weapon in MH, then place a fast weapon in OH for poisons. How do shamans typically arrange their weapons, based on what?

2.6 speed or slower mainhand, 2.6 speed or slower offhand, windfury on mainhand, either windfury or flametongue on offhand (based on AP and how geared the shaman is), and the basis for doing this is maximizing the number of windfury procs from the main hand. Weapons that are too fast don't make the best use of windfury, and having a fast offhand weapon will cause windfury to proc off the offhand (NOT ideal) and consume the hidden cooldown, preventing it from proccing off the main hand.

That's the Reader's Digest version, there's a lot of other stuff that goes into it but basically shamans want the slowest weapons possible, and they don't want their offhand to be faster than their main hand.

Ok, I think I got the DW WF figured out for weapon speed.

My question would be, if only a fast "offhand" weapon can be found with good dps, would flametongue be better? I'm assuming that the faster the weapon, the better flametongue would be even without a lot of spell damage pre'Outland.

In such a situation, Windfury/Windfury would still be better. If you had a sizable amount of Spell Damage, perhaps from Mental Quickness, and a ridiculously fast off-hand, then perhaps a Flametongue may be better.
