So what enchant is best for shield? +18 stamina? The block rating?

If you need shield block to get to that magic number, use block rating. If you don't need it, use stam.

i know that this doesnt answer your question, but it is shield related.
If I have a lvl 40 shield can i put Felsteel Shield Spike on it?
