I know it is expendable and attacks must wait until there is sufficient energy to perform the attack. My real question is what can you do to increase the amount of energy available to you. Are there items or spells..etc Or is it strickly a level and learn stat?
The max amount of energy you can have is 120 I believe. You start with 100, you can add 10 more by following the Assassination tree down to Vigor (30 points in) and then there is a set bonus on the raid tier 1 armor set that gives an additional 10.
You can also make thistle tea for a quick "fill me up".

Also for a quick (practically instant) regeneration during fights you can also go down the combat tree and get adrenaline rush, which regenerates your energy for a set amount of time, so you can keep spamming that ss until it runs out.
Energy is a lot like mana...
Except it recharges vastly faster (20 per 2 sec i believe), you only have 100 of it*, and it recharges at the same rate whether you're in combat or not.
Your special attacks cost energy like a mage's spells cost mana. You must wait^ for it to recharge to do another special attack.
*to my knowledge there are only 3 ways to increase your energy. 1- the talent "Vigor" gives you +10. 2&3- high lvl set bonuses- gladiator and T5 or 6...I forget which.
^by wait i mean keep attacking, just don't use special attacks. As a rogue, if you're ever not attacking something you're a corpse or you're stealthed.

And u have some options for Energy usement/reg.
For Example:
a. AR Hybrid (like 0/31/30 or 30/31/0 etc.)
b. Deep Combat (like 20/41/0)
c. Muti (like 41/20/0 or 41/0/20 etc) is also very effective with http://www.wowhead.com/?item=19954 for burst dmg.

I like this spec, but have not tried it yet, any ideas?

Yes, after the expansion which is sometime next year knowing BLizz. its not much help now, is it?
