ok im mainly an alliance player (lvl 16 human warlock) but when i went on pvp, i noticed the horde nearly always win.
it seemed to me it was the rougues that did and so i started an orc rougue (i no unded are better but i like orcs) so i was wondering and its a big ask (NOT BEGGING):
what is the best equipment possible for a level 19 rougue for pvp?
what should i spec in?

If you plan on getting the best gear or a lvl 19 you should find a way to get lots of money like having a 60+ character. After that take a look at shadowpanther.net "Unded" are not better than orcs they are just different. "Rouges" dont exist. Specs dont matter much at 19.
