What is the best level to twink? And how to stat build? Please let me know :D

I have a 39 rogue twink, and he is very strong in BG's. A plus of the 39 bracket is that there are far fewer twinks in that bracket, and plate is still non-existent.

Also, at 39 most of the best pieces of leather gear are BOE, so you can buy most of what you need, and not worry about the level cap when trying to acquire gear.

As far as spec, I went with a weird Assas/Sub build, and use a weapon swap macro that swaps my main hand weapon from a dagger to sword when I come out of stealth. Although I had to give up precision and duel wield to get this, it gives me the option to open with either ambush or cheapshot. For level 37 opponents or below I simply open with ambush (otherwise I cheapshot). My ambushes crit for around 1K, which is enough to 1-2 shot most opponents. I tried a full Assasination dagger build first, but found it was less than optimal against other twinks with massive HP.
