i was looking at http://www.wowhead.com/?item=28034 and thinking it would be good for tanking but i know in 10 sec i get about 5 swings 1 of them being mangle.
what i dont know is dose Lacerate crit.
in bear form im running with about 25% crit
1. can Lacerate crit
2. how much it procs
3. is there something i can get better that is not raid/heroic

That is more of a dps trinket. You need trinks that increase doge/agility for tanking to use in a pinch.

That trinket realy isn't that great for tanking. If you were dpsing then it would be a great trinket to have. I would pick up something with +dodge, +agility, or +defense or armor. Since you have been in Kara, Moroes' Lucky Pocketwatch would be a good choice. If you absolutely don't want to raid you could go for Adamantite Firgurine, which drops in Shadow Labs. The Figurine is a nice +defense piece that adds armor on use.
Oh, and to answer your question, lacerate does not crit. I'm not sure how often the Hourglass procs though.

IMO, the easiest better trinket is quest reward Charm of Alacrity which gives you on-demand uberdodge,
and Adamantine Figurine drops off Blackheart the Inciter in regular Slabs.

Yes it does. I've only had Lacerate for a couple days, but I've noticed it critting very often.
Also keep an eye out on the AH for a Badge of Tenacity. It's easily one of the best feral tanking trinkets available. It'll cost a fair chunk of gold but you will use it until WotLK comes out and probably for a while after as well.

Furies deck is also something worth working on. Keep doing the dailys each day for cash then you can usually pick each card up for about 100g - about 1 days quests.

:O my bad ^^; I suppose I should use armory more often then I do, but half the time it doesn't seem to work for me so I avoid it for the most part
