I am wondering about Arcane Explosion, does its CD time shorten through spec or is there something else.

It always seems on my hunter that the Mages that run around spamming it seems to use it really quickly while my lvl 21 mage seems to take forever to use it.

Maybe I am just impatient and it seems longer wait or maybe its something else. But I do notice it doesn't seem to pop as often.

There is no talent to make it cast faster as it is instant cast so it can be spammed as fast of the gcd lets you. 1.5s between each cast. Maybe lag has something to do with it?

I don't know. I had 120 Lat when using it and I rarely pass 150 on my current laptop. wait... I think I figured it out.

Does Cast haste rating help CDs? Never thought about it but maybe thats what I am running into? dun know...

Haste rating only affects cast times, not cool downs afaik. I am positive that that mage was not able to cast faster ae's compared to what you are used to on your mage.

I am guessing that you lag spiked and it looked like they casted faster than they did. As fug stated, it is an instant cast with no cooldown (except for the 1.5sec gcd).
