Hmm, may I suggest this build?

17/0/44. It's basically the "arena spec" but I found it does pretty decent in PvE as well. However, you can switch the talents in Arctic Winds to Winter's Chill if you'd like, it's a matter of preference. 5% more frost damage or (when stacked 5 times), an extra 10% to crit? Your choice.

On your build, you didn't really need Wand Specialization. Waste of talent points imo. Also, you don't need Imp. Mana Shield or Magic Attunement. Why get Imp. Mana Shield when you have Ice Barrier? :P Also, you'd want to max out Arcane Concentration, 10% chance for a free spellcast? Yes please!

Now, for the frost tree. Are you going to AoE grind? If so, yeah, it's ok to grab those 3 points in Imp. Blizzard, but otherwise, skip it. And, you didn't max out Piercing Ice or Ice Shards?! Just take a look at the talent build I made, and you should be good :]

Personally I like the full Frost spec - the only reason to put points in the Arcane tree would be for Clearcast and Improved Counterspell.

Don't waste points on Improved Mana Shield as you will be using Ice Barrier instead. Stick the extra points in Ice Shards.

Fixed. Wand spec is pretty much all useless all the time. Even Arcane Fortitude is almost kinda useful, but wand spec is just silly for mages.
