Yes they do.

They usually affect the area right around your cheek bones, under your eyes, and on either side of your nose.

Dropping some rouge also has a powerful AoE on your carpet.

lol completly flamed! But the only thing that you could have would be a racial as a blood elf.

if you use alot of rouge, it is possible that a big cloud of rouge appears and it can make people sneeze, which can be seen as an area effect.

Blizz really needs to nerf cosmetic products. They're fine for the most part in PvE because of their lack of an agro shed, but in PvP they're just way too OP.

Yep, them rouges are so overpowdered.
